in books to be provided for that purpose; and said books, journals
and all other documents in the possession of said Commissioner,
shall always be open to inspection by the General Assembly, or
any committee appointed by it for that purpose; and it shall be
the duty of said Commissioner to report to the General Assembly
at each regular session, or as may hereafter be directed by said
General Assembly, the number and expense of the police force
employed by him under this subdivision of this Article, and all
such other matters as may be of public interest in connection
with the duties assigned to him; and said books, journals and other
documents, and the vouchers for all payments by said Police
Commissioner shall at all times be open to the inspection of the
Mayor and City Treasurer, or either of them; and it shall be the
duty of the Comptroller of the City of Baltimore to examine all
bills and accounts presented by said Police Commissioner and the
vouchers therefor; provided, however, that whenever the Police
Commissioner maintains permanently for such inspections photo-
graphic, photocopied or micro photo graphed copies of any of said
books, journals, vouchers, reports or other said documents in com-
pliance with the provisions of Section 127B of Article 41 of the
Annotated Code of Maryland as enacted by Chapter 518 of the
Acts of 1949, then the originals thereof more than three years
old may be destroyed, with the written approval of the Board of
Public Worlds, in compliance with the provisions of Sections 127A
and 127C of the Annotated Code of Maryland as enacted by
Chapter 755 of the Acts of 1949."
