PHOTOCOPYING
At the end of the last fiscal year we had come nearly to the end of
our program of photostating all the county land records created before the
adoption of the Federal Constitution, April 28, 1788. That the project
was not completed is due to the fact that the recurrence of a state of war
put emphasis on the need for quick photographic reproduction, the creation
of security copies of rare or unique manuscripts and printed books rather
than on the multiplication of convenient research tools.
We did, however, find time to conclude work in Cecil County and
to begin in the last two counties, Caroline and Harford. At the end of the
fiscal year only one volume remained to be done in Caroline and six or
seven in Harford. As I pointed out in my last report, we do not intend to
continue this work to a later date, and it may be expected, therefore, that
this unique Maryland endeavor will have been completed during the cur-
rent fiscal year or approximately ten years after it was begun.
