20 SIXTEENTH ANNUAL REPORT

EMPLOYMENT SECURITY, DEPARTMENT OF

On March 21, 1951, the following records of the Department were
offered to us:

Experience Rating Cards for years 1946-1947.

History and Warrant Cards for year 1947 (1946 earnings).

Claim Cards on 1946 earnings for year 1947.

"E" Series Checks, 1946 through March 31, 1947 (through benefit

year 1947).
Various Miscellaneous Unemployment Compensation Records (ap'

proximately 25 boxes); memos; byproducts of original records;

miscellaneous forms over five years old.
Form ESD-511— Registration Card—years 1946 and 1947.
Form ESD-514-—Employer Order—years 1946 and 1947.
Form ESD-560—Clearance Order—years 1946 and 1947.
Form ESD-568—Progress Statement of Inter-Area Activity—years

1946-1947.

Form ESD-564—Clearance Application—years 1946 and 1947.
Form ESD-567—Request for Job Opening—years 1946 and 1947.
Form ESD-561—Filling, Cancellation or Change—years 1946 and

1947.

Appeals Folders through Appeal No. 34, 674—from March 31, 1946,
through March 31, 1948 (through benefit year 1947).

The records were refused.

A few months later, on May 4, the Department requested that cer-
tain records involving information about job openings and applications
for jobs be classed as non-record material. It appeared to the Archivist
that the materials were definitely records and could not be classified other-
wise. In the course of the discussion of this problem, the question was
raised as to whether the Hall of Records actually had jurisdiction over the
records inasmuch as certain of the functions of the Department come under
the control of the Federal government. It was agreed that the Attorney
General should be asked for an opinion in this matter. Decision as to the
final disposition of the records of the Department has been deferred until
the question of jurisdiction is settled.
