administrative problems which arise between a small agency of government
and the office of the Comptroller. Mr. Lacy was succeeded by the Honor-
able Millard J. Tawes, who had previously been a member of the Commis'
sion for eight years. The Archivist is especially grateful to Mr. Tawes for
his help in initiating our county land record program in which he is a
firm believer. The Archivist regrets to note the death in the same year of
Dr. Isaiah Bowman, President Emeritus of the Johns Hopkins University
and a member of the Commission from 1935 to the time of his retirement
December 31, 1948.

No meeting of the Commission was held during the course of the year.
