At the end of the fiscal year 1947 a certain number of upward
reclassifications were made at the Hall of Records which, as I pointed
out to you in my report for that year, I hoped would stabilize our
staff. I am glad to report at this time that these reclassifications, plus
a subsequent one for the Secretary, did have the desired effect. Those
changes in personnel which did occur were due to the resignations of
our youngest and most inexperienced workers, and they were all in
positions paying less than $2,000.

The following is a list of changes in personnel:
