The Declaration was passed by the General Assembly on December 15, 1778, incorporating the Instructions of Maryland
to her delegates in Congress and restating her protest against allowing the benefits of the Western lands to accrue to only
some states and not to Maryland. In the Instructions there appears the authorization for printing this Declaration: "That
these our sentiments respecting the confederation may be more publickly known and more explicitly and concisely declared,
we have drawn up the annexed declaration, which we instruct you to lay before congress, to have it printed, and to deliver
to each of the delegates of the other states in congress assembled, copies thereof, signed by yourselves or by such of you as
may be present at the time of delivery, to the intent and purpose that the copies aforesaid may be communicated to our
brethern of the United States, and the contents of the said declaration taken into their serious and candid consideration."
Both documents may be found in W. W. Hening, The Statutes at Large being a Collection of all the Laws of Virginia, Rich-
mond, 1822. Vol. X, pp. 549-556. A discussion of the contents and importance of this document can be found in H. B.
Adams Maryland's Influence upon Land Cessions to the United States, page 37. It is by no means certain that the Declaration
was printed in Annapolis, but since it is an item of great importance to Maryland and its printing has not been attributed
to any other state, there remains a strong probability that it is a Maryland imprint.
