"These articles shall be proposed to the legislatures of all the United States, to be considered, and if approved of by
them, they are advised to authorize their delegates, to ratify the same in the congress of the United States; which being
done, the same shall become conclusive." p. 15.
At least eleven different editions of this were published in the United States from 1777 to 1787.

This broadside contains the Congressional resolutions and a letter from William Govett, Auditor General, concerning
state bills of credit which were in the future to be received by the Commissioners of the Loan Offices. The Treasury of the
United States was apparently located at Baltimore in 1777 for on August 22 Congress resolved "That the Treasury Board
take immediate and effectual measures for the security of the treasury at Baltimore." Journals of the Continental Congress.

A circular letter containing a statement of the rate of interest on Loan-Office certificates, Prizes in the Continental
lottery, and money borrowed from the loan offices. It also contains a request for information on the progress of the indi-
vidual loan offices. The NYPL copy is addressed to Thomas Harwood who was commissioner of the Loan-Office for Mary-
land and is signed by William Govett.
