John Francis Mercer (1758-1821) graduated from William and Mary College in 1775 and was a soldier in the Revolution.
He was a delegate to Congress 1782-1785 and a member of the Constitutional Convention. He was a member of Congress
from 1792 to 1794 and served as Governor from 1801 to 1803.
