A History of the Maryland Press, 1777-1790
Chase defended himself against the charge that he favored moving the state capitol from Annapolis to Baltimore. He
produced sworn testimonies and statements to prove his innocence. He claimed that his political opponents had issued this
charge against him on the last day before the election and had it widely circulated in order to discredit him among the
voters of Anne Arundel County.

An appeal to the voters of Baltimore to help in electing a Senate which would be favorable to the emission of paper
money and the removal of the seat of government to Baltimore. McHenry was not a desirable candidate for reelection be-
cause he was not favorable to these two issues. Richard Ridgely, on the other hand, favored the platform and was recom-
mended for election.
