FOR the purpose of establishing the general public junior or community college and
regional community college construction program to be administered by the State
Board for Community Colleges; authorizing the Board of Public Works, upon
certain recommendation, to provide certain grants to counties for the construction
of public junior or community colleges and regional community colleges; providing
that the State Board for Community Colleges adopt certain regulations with
certain approval; providing certain criteria for petitioning for and granting
financial assistance under this Act; providing for certain eligible costs of and
limitations on financial assistance under this Act; and generally relating to the
general public junior or community college and regional community college
construction program.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

16-104.
(f) (1) In this subsection "community college" includes the Carroll County
branch campus of the Catonsville Community College and the Calvert County and St.
Mary's County branch campuses of Charles County Community College established
under the authority granted by § 16-203(1) of this title.
(2) The State Board for Community Colleges shall administer the general
public junior or community college and regional community college construction
program in accordance with THIS SECTION AND regulations approved by the Board
of Public Works.
(3) (I) WHENEVER A COUNTY OR BALTIMORE CITY DESIRES,
OR WHENEVER THE COUNTIES THAT SUPPORT A REGIONAL
COMMUNITY COLLEGE DESIRE, TO PARTICIPATE IN THE FINANCIAL
ASSISTANCE PROVIDED BY THE STATE FOR THE GENERAL PUBLIC
JUNIOR OR COMMUNITY COLLEGE AND REGIONAL COMMUNITY
COLLEGE CONSTRUCTION PROGRAM, THE JURISDICTION OR
JURISDICTIONS SHALL FILE WITH THE STATE BOARD FOR COMMUNITY
COLLEGES A PETITION AND SUCH INFORMATION AS THE STATE BOARD
FOR COMMUNITY COLLEGES REQUIRES, TOGETHER WITH A COMPLETE
PROPOSAL FOR EACH PROJECT FOR WHICH FINANCIAL ASSISTANCE IS
DESIRED.
(II) THE STATE BOARD FOR COMMUNITY COLLEGES
SHALL SUBMIT TO THE MARYLAND HIGHER EDUCATION COMMISSION
