the Washington Suburban Sanitary Commission arid the members of the Washington
Suburban Transit Commission from Montgomery County in office on the effective date
of this Act, but the provisions of this Act concerning the salary or compensation of the
members of the Maryland-National Capital Park and Planning Commission;—the
Washington Suburban Sanitary District, and and the Washington Suburban Sanitary
Commission and the members of the Washington Suburban Transit Commission from
Montgomery County shall take effect at the beginning of the next following term of
office.
SECTION 3. AND BE IT FURTHER EN A CTED, That the Prince George's County
membership of the Maryland-National Capital Park and Planning Commission and the
Washington Suburban Sanitary Commission, respectively, shall report separately to the
Prince George's County Delegations of the Senate of Maryland and the House of Delegates
by December 1, 1990, concerning the following:
L_ the structure of the respective Commission;
Z the authority of the respective Commission;
3^ the management and operating procedures of the respective Commission; and
4._ the appointment process to and within the respective Commission.
Each report shall include an evaluation of the respective Commission as a bicouniy
agency and an assessment of the relevance of the bicounty structure to the operation of the
respective Commission.
SECTION 3r ±_ AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1990.

AN ACT concerning
Washington Suburban Sanitary District - Bond Issue - Water
PG/MC 22-90
FOR the purpose of authorizing the issuance of bonds for the Washington Suburban
Sanitary District in an amount not exceeding $30,000,000 for enlarging, increasing,
and augmenting the water supply and major distribution facilities of the Sanitary
District; providing that the bonds shall be guaranteed as to payment of principal
and interest by the County Council of Montgomery County and the County
Council of Prince George's County, or the governing body for each county,
respectively, as may be provided by law or instrument of Charter, with a provision
for waiver of the guarantee at the option of the Commission; providing for the
