(iii) The County Executive and County Council may not adopt, either
through public local law or personnel law, any policy contrary to the provisions of
subparagraph (i) of this paragraph.
SECTION 2. AND BE IT FURTHER ENACTED, That, pursuant to Article III,
Section 35 of the Constitution of Maryland, this Act may not be construed to extend or
apply to the salary or compensation of the members of the Prince George's County
Board of License Commissioners in office on the effective date of this Act, but the
provisions of this Act concerning the salary or compensation of the members of the
Prince George's County Board of License Commissioners shall take effect at the
beginning of the next following term of office.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1990.

AN ACT concerning
Water Supply Facilities - Financial Assistance Program
FOR the purpose of establishing a Water Supply Facilities Financial Assistance
Program; providing for moneys to go into the Fund; authorizing the Board of
Public Works to award certain financial assistance under certain circumstances;
providing that the Secretary of the Environment adopt certain regulations with
certain approval; authorizing the award of grants or loans to certain State and
local governmental entities to finance certain costs of certain water supply
systems; providing certain limitations on financial assistance awarded under this
Act; providing certain criteria and procedures for awarding a loan or loan
guarantee under this Act; providing for eligible costs for financial assistance under
this Act; providing that certain projects must be included in a certain plan; and
generally relating to the establishment of a water supply fund to provide financial
assistance for water supply facilities.
