(c) A person may not hunt [migratory] game birds at any time or in any manner
on land or in waters within the boundary lines of any federal or State-owned or
controlled migratory bird refuge unless permitted by federal or State laws or rules and
regulations.

10-405.

(a) Pursuant to § 10-205 of this title, the Department shall establish by rule or
regulation and publish by July 1 each year the open {season} SEASONS AND BAG
LIMITS,
excepting Sundays, to hunt {the forest and upland} game {birds and}
mammals.

10-407.

[(a) Before establishing the open season for ducks, except sea ducks, geese, and
swan as required by subsection (b) of this section, the Department shall conduct public
hearings on the proposed season, at least one of which shall be held, on an alternating
basis, in Wicomico, Somerset, Worcester or Dorchester counties.

(b)} The Department annually shall establish and publish BY JULY 1 EACH
YEAR
the open {season} SEASONS AND BAG LIMITS, excepting Sundays, for
{doves, mergansers, woodcock, and wetland game birds, including wild waterfowl, in
conformity with the federal migratory bird rules and regulations adopted annually by
the Secretary of Interior of the United States} GAME BIRDS. EXCEPT THAT THE
STATE BAG LIMITS AND SEASONS FOR THOSE GAME BIRDS REGULATED
BY THE UNITED STATES DEPARTMENT OF THE INTERIOR PURSUANT TO
THE MIGRATORY BIRD TREATY ACT, 10 STAT. 755, SHALL EITHER
CONFORM WITH OR BE MORE RESTRICTIVE THAN THE FEDERAL
SEASONS AND BAG LIMITS AND DO NOT NEED TO BE PROMULGATED
UNTIL
AFTER—THE—FEDERALSEASONSAND—BAGLIMITS—ARE
PROMULGATED. IF THE STATE SEASONS AND BAG LIMITS WOULD NOT
BE MORE RESTRICTIVE THAN THE FEDERAL SEASONS AND BAG LIMITS,
THE DEPARTMENT DOES NOT NEED TO PROMULGATE STATE SEASONS
AND BAG LIMITS.

Pursuant to § 10-205, the Department shall establish and publish by April 25 each
year the bag limits per day for game birds and mammals by rule or regulation for the
ensuing year. The bag limits for ducks, geese, brant, railbirds, woodcock, mergansers,
doves, and snipe may conform to the federal migratory bird rules and regulations
adopted annually by the Secretary of Interior of the United States.}

(a) During the open season or within 15 days of the opening, a person may not
place, distribute, authorize, direct or permit the distribution of any wheat, corn, rice,
other grain, salt, or any other feed of any kind, except for growing crops, so as to lure
migratory game birds to, by, or over any shooting site on property where the hunting of
migratory birds is permitted or takes place. However, this subsection does not prevent
