3. Creation of a mechanism for prioritizing streams deserving
attention;
4. Promotion of volunteer activities by private individuals and
civic, environmental, and business organizations; and
5.. Identification of specific management measures that could
be adopted by State and local government agencies, including measures to control the
cumulative impacts of growth and development.
(hi) Prepare a report summarizing its findings and recommendations.
(8} (7) The Task Force shall submit its findings and recommendations to
the Governor, the Governor's Commission on Growth in the Chesapeake Bay Region,
and the General Assembly on or before June 1, 1991 September 1, 1990.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July June 1, 1990.

AN ACT concerning
Asbestos Control - Asbestos Hazard Emergency Response Act —Accreditation
FOR the purpose of requiring that individuals who conduct certain asbestos-related
work in schools receive certain accreditation; establishing the manner by which
individuals may receive accreditation; providing that certain training programs be
approved by the Department of the Environment; providing that the Department
shall set reasonable fees to cover certain costs; providing that the Department
shall adopt rules and regulations establishing standards and procedures that are
consistent with federal law for the accreditation of asbestos occupations and
standards and procedures for denial, suspension, and revocation of accreditation;
providing for the issuance and service of administrative complaints and orders;
providing for the compromise and settlement of any claim for civil penalties; and
generally relating to asbestos occupation accreditation.
