Ch. 102 LAWS OF MARYLAND
Chapter 111 of the Acts of 1985, as amended by Chapter 803 of the Acts of 1986
[SECTION 3. AND BE IT FURTHER ENACTED, That the President of the
Senate and the Speaker of the House of Delegates shall appoint 5 Senators and 5
Delegates, respectively, to serve as the Joint Committee on Health Care Cost
Containment. The Joint Committee shall be staffed by the Department of Legislative
Reference and the Department of Fiscal Services. The Joint Committee shall review,
prior to publication in the Maryland Register, any regulations relating to minimum
standards for hospital patient utilization review programs proposed pursuant to this Act
and any regulations relating to hospital closures, mergers, and consolidations proposed
pursuant to Chapter 109 (HB 1551/SB 655) of the Laws of 1985. The Joint Committee
established by this Section may also consider and review any issues relating to the
Health Resources Planning Commission, the Health Services Cost Review Commission,
the certificate of need process, the State Health Plan, institution specific studies, and
any other issues relating to health care cost containment raised or addressed in Chapter
102 (HB 1068/SB 494), Chapter 107 (HB 1069/SB 492), Chapter 112 (HB 1072/SB 493),
Chapter 108 (HB 1073/SB 495), and Chapter 109 (HB 1551/SB 655) of the Laws of 1985.
The Joint Committee established by this Section shall evaluate the impact of Chapter
107, Chapter 108, Chapter 109, Chapter 111, and Chapter 112 of the Laws of 1985 on
hospital capacity, access to health care, and quality of care in this State and shall report
its findings and recommendations on or before January 10, 1990. This section shall
terminate and be of no effect on June 1, 1990.]
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect June 1, 1990.

CHAPTER 102
(Senate Bill 318)
AN ACT concerning
Racing - Simulcasting
FOR the purpose of making certain horse racetracks within the State eligible under
certain circumstances to participate as sending or receiving tracks under a certain
system of intertrack wagering on intrastate simulcast horse races; requiring certain
receiving tracks to conduct live racing on a certain number of days; altering
certain definitions; providing certain exceptions to certain provisions for certain
intertrack wagering between two thoroughbred horoe racetracks; requiring the
Maryland Racing Commission to adopt certain regulations; repealing certain
provisions of law relating to intertrack wagering between certain thoroughbred
horse racetracks; providing for the application of this Act; requiring the Racing
Commission to make a certain annual report to the General Assembly; making
this Act an emergency measure; and generally relating to a certain system of
intertrack wagering on intrastate simulcast horse races.
