(2) [An institution or agency that operates under the authority of] A
FACILITY SPECIFICALLY ENUMERATED IN ARTICLE 83C, § 2-117 OF THE
CODE WHICH IS OPERATED BY the Department of Juvenile Services and treats
children who are adjudicated delinquent OR ARE ALLEGED TO BE DELINQUENT
is a place of confinement for the purpose of this section. However, for an escape from
a juvenile [institution or agency] FACILITY that does not involve an assault, the
sentence may not exceed confinement for 3 years.

(3) If any individual escapes from a facility of the Department of Health
and Mental Hygiene after commitment as incompetent to stand trial or not criminally
responsible, the individual is guilty of a felony and on conviction is subject to
confinement in the State penitentiary or a jail or house of correction for a period not
exceeding 10 years.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1990.

AN ACT concerning

Dorchester County - Maintenance of Property

FOR the purpose of authorizing the Dorchester County Commissioners to enact
ordinances that require the owners of real property to keep that property
maintained in a certain way; enumerating factors to be controlled; permitting
Dorchester County to perform the work and to assess the cost on the owner under
certain conditions; making the unpaid cost a lien on the property and permitting
its collection in a certain way; and generally relating to the maintenance of real
property in Dorchester County.
