issued under this title expires on [April 30 of each year] A STAGGERED BASIS AS
DETERMINED BY THE ADMINISTRATION.

(b) [Each title service agent's, motor vehicle manufacturer's, distributor's, and
factory branch's license expires on December 31 of each year.

(c)] A license issued under this title may be renewed on application and payment
of the fee required by this title for that license.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1990.

AN ACT concerning

Criminal Records - Expungement

FOR the purpose of expanding the definition of "police records" to include records of
the Central Repository; defining "Central Repository"; and generally relating to
expungement of police records.

BY repealing and reenacting, with amendments,
Article 27 - Crimes and Punishments
Section 735 and 736(c) and (d)
Annotated Code of Maryland
(1987 Replacement Volume and 1989 Supplement)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article 27 - Crimes and Punishments

735.

(a) In this subtitle, the following words have the meanings indicated.

(b) "Court records" means all official records maintained by the clerk of a court
or other court personnel pertaining to a criminal proceeding. It includes indices, docket
entries, charging documents, pleadings, memoranda, transcriptions of proceedings,
electronic recordings, orders, judgments, and decrees. It does not include:

(1) Records pertaining to violations of the vehicle laws of the State or of
any other traffic law, ordinance, or regulation;

(2) Written opinions of a court that have been published;
