AN ACT concerning
Maryland Racing Commission - Quorum for Administrative Hearings
FOR the purpose of authorizing the Maryland Racing Commission to conduct certain
administrative hearings by altering the number of Commissioners that constitute Q
quorum make- certain decisions', permitting the Commission to delegate certain
responsibilities to a certain committee under certain circumstances; providing that
a unanimous decision by a certain committee is binding; providing for certain
committees to make certain recommendations to the Commission under certain
circumstances; and generally relating to administrative hearings held by the
Maryland Racing Commission.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article 78B - Racing Commission

The Commission shall meet at such times and places within the State of Maryland
as the Commission shall determine. The members shall be entitled to their expenses for
each meeting attended, in accordance with the standard travel regulations. [A]
EXCEPT AS PROVIDED IN § 11(J) OF THIS ARTICLE, A majority of the
commissioners THEN SERVING ON THE COMMISSION shall constitute a quorum
for the transaction of any business, for the performance of any duty, or for the exercise
of any power of the Commission. The Commission shall make an annual report to the
Secretary of Licensing and Regulation on or before the first day of March, which report
shall include a statement of receipts and disbursements by the Commission, and any
additional information and recommendations which the Commission may deem of
value.
