(c) The Administration shall adopt [rules and] regulations not inconsistent with
the Maryland Vehicle Law to govern the issuance of special registration plates to
members of nonprofit organizations.

(d) (1) In addition to the annual registration fee otherwise required under this
title, an owner of a vehicle assigned a special registration under this section shall pay a
fee [of $4] SET BY THE ADMINISTRATOR each time new registration plates are
issued to the vehicle.

(2) THE ADMINISTRATION MAY CHARGE A HIGHER FEE FOR

PLATES ISSUED UNDER SUBSECTION (F)(1)(II) OF THIS SECTION THAN
FOR PLATES ISSUED UNDER SUBSECTION (F)(1)(I) OF THIS SECTION.

(3) (2) The [$4] fee:

(I) MAY NOT EXCEED THE AMOUNT REQUIRED TO
ENABLE THE ADMINISTRATION. TO RECOVER ITS COSTS UNDER THIS
SECTION;

(II) SHALL [shall] be retained by the Administration for the purpose
of recovering its cost under this section[, and may]; AND

(III) MAY not be credited to the Gasoline and Motor Vehicle
Revenue Account for distribution under § 8-403 or § 8-404 of the Transportation
Article.

(31 NOTWITHSTANDING PARAGRAPHS (1) AND (2) OF THIS
SUBSECTION, AN OWNER OF A VEHICLE ASSIGNED A SPECIAL
REGISTRATION PLATE THAT DISPLAYS AN EMBLEM OR LOGO AS
AUTHORIZED UNDER THIS SECTION SHALL PAY AN ANNUAL FEE OF $25 IN
ADDITION TO THE ANNUAL REGISTRATION FEE REQUIRED UNDER THIS
TITLE.

(e) The additional fee to the annual registration fee required by this section is
not required for special registration of a vehicle that is exempt under § 13-903 of this
title, or a vehicle [that is owned and specifically registered under the individual's name
who is a member of] WITH A SPECIAL REGISTRATION PLATE RECOGNIZING:

(1) The Maryland National Guard; or

(2) A volunteer fire department, volunteer rescue squad, or volunteer
ambulance company in this State.

(F) THE ADDITIONAL FEE REQUIRED UNDER SUBSECTION (D) (3) OF
THIS SECTION IS NOT REQUIRED FOR A VEHICLE WITH A SPECIAL
REGISTRATION PLATE RECOGNIZING PURPLE HEART RECIPIENTS. THE FEE
FOR THE ISSUANCE OF THIS PLATE SHALL BE SET BY THE ADMINISTRATOR
AND SHALL BE PAID EACH TIME NEW REGISTRATION PLATES ARE ISSUED TO
THE VEHICLE.

(f) (G) (1) A special registration number as specified by the Administration
