AN EMERGENCY ACT concerning

Solid Waste Recycling

FOR the purpose of establishing a County-wide program for source separation of
recyclable materials; providing for the collection, marketing and disposition of such;
materials; specifying certain prohibited acts; providing for recycling program
development and activities within municipalities, commercial establishments and
multi-family rental facilities in the County; establishing certain goals of waste stream
reduction for a voluntary recycling program; providing for the implementation of a
mandatory recycling program if the voluntary goals are not met; and providing for a;
recycling surcharge.
