Preamble

WHEREAS, Maryland has received national attention for its foresight in
creating Program Open Space and for its fortitude in establishing separate taxing
mechanisms to help finance its land preservation efforts; and

WHEREAS, Under Program Open Space and prior land acquisition efforts,
Maryland has acquired approximately 467,303 acres of recreational and open space
land; and

WHEREAS, The time has come in Maryland to provide new direction to this
land preservation program as we approach the 21st Century, consistent with the
changing character of the State; and
