AN EMERGENCY ACT to:

(1) impose certain limitations on the issuance of a permit for land disturbing
activities;

(2) require that a permit contain certain conditions;

(3) define certain terms;

(4) require certain protection of adjacent properties from land disturbing
activities;

(5) alter certain exemptions from the requirement to obtain a permit for land
disturbing activities, including elimination of the exemption for commercial nursery
operations;

[[(5)]] (6) make certain technical changes; and

(7) generally revise regulatory requirements relating to land disturbance

activities.
