AN ACT to:

(1) require recycling of certain solid waste materials in the County;

(2) authorize the creation of recycling service areas;

(3) encourage maximum feasible development and operation of recycling
programs in the county, through financial incentives and other mechanisms; and

(4) generally authorize policies and programs that will increase the recycling
and reuse of solid waste.
