EXECUTIVE ORDER OF DECEMBER 13, 1989

December 1989 Commutations of Inmates Within
the Jurisdiction of Local Authorities

WHEREAS, Each of the inmates listed in the Executive Order was convicted in this
State by a court of competent jurisdiction and is presently nearing the expiration
date of the sentence imposed; and

WHEREAS, Each of the inmates is in the custody of a local authority of a jail or
detention center within the State of Maryland; and

WHEREAS, Each of the local authorities and the Maryland Parole Commission have
reviewed, approved and recommended the commutations of sentence of inmates
within the custody of their respected jurisdictions; and

WHEREAS, Assurances have been received from the local authorities and the
Maryland Parole Commission that:

A. None of these inmates is serving a commitment for a crime of violence as
defined in Article 27, Section 643B or for shoplifting, narcotics sale or
distribution, child abuse or driving while intoxicated;

B. All of these inmates are serving their first adult incarceration;

C. None of these inmates are serving a split sentence;

D. None of these inmates have detainers or pending charges;

E. All of the inmates will have served at least 50% of their total sentence by
December 22, 1989;

F. None of these inmates have been refused parole;

G. None of these inmates have a record of significant disciplinary adjustment;

H. Assurances have been received that each of the inmates listed in this
Executive Order can be released without danger to the public safety; and

WHEREAS, Having carefully considered the recommendations of the local authorities
and the Maryland Parole Commission which have been made to me;

NOW, THEREFORE, I, WILLIAM DONALD SCHAEFER, GOVERNOR OF THE
STATE OF MARYLAND, HAVING THOUGHT PROPER THE EXTENSION
