to protect the interests of the State in the award and administration of State
contracts, grants, loans or other State funds awarded by or subject to the approval
of the Board.

D. Responsibilities of Agency Heads. The head of each Executive Branch
agency shall take whatever action is necessary and appropriate to impose, in
accordance with applicable federal and State law, on each recipient of a State
contract, grant, loan or other State funding instrument that is administered by the
agency and not subject to the Board of Public Work's drug and alcohol free
workplace regulations requirements that are substantially the same as those
adopted by the Board.

EXECUTIVE ORDER OF DECEMBER 13, 1989

December 1989 Commutations of Inmates Within the Division of Correction

WHEREAS, Each of the inmates listed on the attachment to this Executive Order was
convicted in this State by a court of competent jurisdiction and has served a
substantial portion of the sentence imposed; and

WHEREAS, Each of the inmates is sentenced to and is in the custody of the
Commissioner of Correction; and

WHEREAS, The Commissioner of Correction and the Maryland Parole Commission
have reviewed and recommended the commutations of sentences of the inmates
sentenced in the Division of Correction; and

WHEREAS, Assurances have been received from the Commissioner of Correction and
the Maryland Parole Commission that:

A. No detainers have been filed against any of these prisoners listed on the
attachment to this Executive Order except for fines or for traffic or non-support;

B. All of these inmates have successfully participated in the Mutual Agreement
Program (MAP);

C. All of these inmates have completed extensive educational programs and
participated in work release;

D. The sentence of incarceration of each inmate listed on the attachment to this
Executive Order will expire between December 22, 1989 and March 15, 1990;

E. Assurances have been received that each of the inmates on the attachment
to this Executive Order can be released without danger to the public safety; and

WHEREAS, Having carefully considered the recommendations of the Commissioner of
Correction and the Maryland Parole Commission which have been made to me;

NOW, THEREFORE, I, WILLIAM DONALD SCHAEFER, GOVERNOR OF THE
