out-of-state placement of children in special education and therapeutic
residential service programs;

(f) Evaluating the effectiveness of the State Coordinating Council
for Children and its local counterparts and developing recommendations, if
appropriate for enhancing its role in coordinating services to children at risk of
out-of-home placement;

(g) Providing direction and oversight to the Children and Family
Services Reform (Casey) Project to ensure appropriate interagency coordination;

(h) Providing direction and oversight to the Infant and Toddlers
Program to ensure appropriate interagency coordination for statewide program
implementation by October 1990;

(i) Providing direction and oversight to the Maryland in Partnership
for Kids initiative in conjunction with the Governor's Council on Adolescent
Pregnancy to ensure appropriate interagency coordination;

(j) Providing for interagency coordination in the development of
initiatives to prevent youth from dropping out of school;

(k) Providing direction and oversight to the child care initiatives in
conjunction with the Interagency Child Care Council to ensure appropriate
interagency coordination; and

(1) Such other priorities as assigned by the Governor.

(3) Pursuant to § 8-301(c) of the State Government Article, the
Subcabinet shall serve as a task force for the purpose of integrating services for
children, youth, and families.

D. The Subcabinet shall report to the Governor by October 1 of each year with
legislative and budgetary recommendations, including the sharing of resources, for
a coordinated interagency plan to meet the needs of Maryland's children, youth,
and families.

WHEREAS, Pursuant to Section 8-301 of the State Government Article, the Governor
may make changes in the organization of the Executive Branch; and

WHEREAS, A centralized information system for debt issued by State Agencies is
desirable in connection with better coordination of State resources; and

WHEREAS, It may, at times, be beneficial for State Agencies to use the services of the
State Treasurer in connection with the issuance of debt;
