STATE ADMINISTRATIVE BOARD OF ELECTION LAWS

ANNAPOLIS, MARYLAND

Pursuant to the provisions of Section 23-11 of Article 33 of the Annotated Code
of Maryland, the State Administrative Board of Election Laws does hereby certify that
at the Special Election held in Garrett County, Maryland on May 23, 1989, an Act
known as Chapter 478 of the Acts of 1989 was submitted to the voters of the Garrett
County, Maryland in accordance with the provisions of Chapter 478 of the Acts of 1989,
said Act being as follows:

AN ACT concerning

Garrett County - Public Facilities Bonds

FOR the purpose of authorizing and empowering the County Commissioners of Garrett
County from time to time to borrow an amount not exceeding $6,900,000 at one
time or from time to time, in order to finance the cost of certain public facilities
in Garrett County and to effect such borrowing by the issuance and sale at public
or private sale of its general obligation bonds in like par amount; empowering the
County to fix and determine, by resolution, the form, tenor, interest rate or rates,
or method of determining the same, terms, conditions, maturities and all other
details incident to the issuance and sale of the bonds; empowering the County to
issue refunding bonds for the purchase or redemption of bonds in advance of
maturity; empowering and directing the County to levy, impose and collect,
annually, ad valorem taxes in rate and amount sufficient to provide necessary
funds for the payment of the maturing principal of and interest on the bonds;
exempting the bonds and refunding bonds, and the interest thereon and any
income derived therefrom, from all State, county, municipal, and other taxation in
the State of Maryland; submitting this Act to a referendum of the legally qualified
voters of the County; making this Act an emergency measure; and relating
generally to the issuance and sale of the bonds.

And it is hereby certified that at said election, 1,542 votes were cast for the
adoption of said Chapter 478 and 3,183 votes were cast against the adoption of said
Chapter 478, the said Chapter 478 of the Acts of 1989 has therefore failed ratification.

GIVEN Under My Hand and the Seal of the State Administrative Board of
Election Laws of the State of Maryland, Done at the City of Annapolis, this 27th day of
June, In the Year of Our Lord, One Thousand, Nine Hundred and Ninety.
