INTERAGENCY PLAN THAT REFLECTS THE PRIORITIES FOR CHILDREN,
YOUTH, AND FAMILY SERVICES;

(6) IN CONSULTATION WITH THE SECRETARIES OF HEALTH
AND MENTAL HYGIENE, HUMAN RESOURCES, AND JUVENILE SERVICES,
AND THE STATE SUPERINTENDENT OF SCHOOLS, DEVELOP AN
INTERAGENCY BUDGET WHICH IDENTIFIES AND COLLATES ALL STATE
EXPENDITURES FOR CHILDREN, YOUTH, AND FAMILY SERVICES;

(7) PERIODICALLY REVIEW AND MONITOR ALL STATE
EXPENDITURES FOR CHILDREN, YOUTH, AND FAMILY SERVICES TO
ASSURE THAT THESE EXPENDITURES ARE IN CONFORMITY WITH
ESTABLISHED PRIORITIES;

(8) IN CONSULTATION WITH THE SECRETARIES OF HEALTH
AND MENTAL HYGIENE, HUMAN RESOURCES, AND JUVENILE SERVICES
AND THE STATE SUPERINTENDENT OF SCHOOLS, DEVELOP AND
IMPLEMENT AN INNOVATIVE INTERAGENCY .FUNDING APPROACH FOR
INITIATIVES AND PROGRAMS FOR CHILDREN, YOUTH, AND FAMILIES;

(9) PROMOTE INTERAGENCY CONSENSUS AND, WITH THE
CONCURRENCE OF THE GOVERNOR, RESOLVE CONFLICTING AGENCY
POSITIONS ON ISSUES RELATING TO CHILDREN, YOUTH, AND FAMILY
SERVICES;

(10) PROVIDE TECHNICAL ASSISTANCE TO LOCAL
JURISDICTIONS IN PLANNING AND IMPLEMENTING INTERAGENCY
SERVICE DELIVERY SYSTEMS FOR CHILDREN, YOUTH, AND FAMILIES;

[(7)] (11) Maintain liaison with departments and local governments to
coordinate services and maximize resources in developing programs;

[(8)] (12) Maintain liaison with local children's councils and other child
advocacy groups, including parents, to receive advice on resources, needs, and priorities
in the different localities;

[(9)] (13) Within the limitations of the Office's budget, carry out programs
of effective public information and education on [children's] services FOR
CHILDREN, YOUTH, AND FAMILIES in Maryland;

[(10)] (14) Formulate policy positions or statements on legislative issues
and, under the direction of the Governor, communicate those positions or statements to
the General Assembly;

[(11)] (15) Adopt rules and regulations necessary to carry out the
provisions of this article;

[(12) Implement the priorities identified by the Advisory Committee;

(13)] (16) Delegate such other additional responsibilities as [he] THE
