SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1990.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 542.

This bill restructures the Office for Children, Youth, and Families.

Senate Bill 389, which was passed by the General Assembly and signed by me on May
29, 1990, is more technically accurate and more beneficial with respect to the transfer of
positions. Therefore, it is not necessary for me to sign House Bill 542.

AN ACT concerning

Office for Children, Youth, and Families

FOR the purpose of reorganizing certain programs for children, youth, and families in
State government; changing the name and increasing the responsibilities of the
Office for Children and Youth; transferring the State Coordinating Council for
the Residential Placement of Handicapped Children to the Office for Children,
Youth, and Families; expanding the membership of the local coordinating council;
providing for a certain Interagency Coordinating Council to be appointed by the
Governor, with the advice and consent of the Senate; transferring the Governor's
Council on Adolescent Pregnancy to the Office for Children, Youth, and Families;
