Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 371.

This bill requires the taking of the "sense of the voters" of this State in regard to calling
a constitutional convention to review the provisions of the Constitution of Maryland.

Senate Bill 293, which was passed by the General Assembly and signed by me on May 2,
1990, accomplishes the same purpose. Therefore, it is not necessary for me to sign
House Bill 371.

House Bill No. 371

AN ACT concerning

Maryland Constitutional Convention - Sense of the Voters

FOR the purpose of taking, at the general election to be held in 1990, the sense of the
voters of this State in regard to calling a convention for altering the Constitution
or for framing a new one pursuant to Article XIV, Section 2 of the Constitution of
Maryland.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That:

(1) At the general election to be held on the first Tuesday after the first
Monday in November in the year 1990 there shall be submitted to the legal and
qualified voters of this State, for their decision, the question whether there shall be
called a convention for the purpose of altering the Constitution of this State or of
framing a new Constitution, this question being submitted pursuant to the provisions of
Section 2 of Article XIV of the Constitution of Maryland.

(2) There shall be placed upon the ballots or the voting machine labels to
be used at that election in the manner prescribed by the General Election Laws of this
State the words "For a Constitutional Convention" and "Against a Constitutional
Convention," so that the voter may clearly indicate in the manner prescribed in the
General Election Laws whether he or she is for or against calling a convention for
altering the present Constitution of the State or framing a new one.
