Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 210.

This bill creates an Interagency Advisory Committee for Early Childhood Development
and Education.

Senate Bill 258, which was passed by the General Assembly and signed by me on May
29, 1990, accomplishes the same purpose. Therefore, it is not necessary for me to sign
House Bill 210.

AN ACT concerning

Education - Interagency Advisory Committee for Early Childhood Development and

Education

FOR the purpose of establishing an Interagency Advisory Committee for Early
Childhood Development and Education; requiring the committee to perform
certain duties; providing for membership; providing for a chairman and for staff;
requiring the committee to report to the Governor by a certain date; providing for
the termination of this Act; and generally relating to the Interagency Advisory
Committee for Early Childhood Development and Education.

Section 24-301 through 24-303, inclusive, to be under the new subtitle "Subtitle
3. Interagency Advisory Committee for Early Childhood Development and
Education"

Preamble

WHEREAS, In 1989, in Maryland, 77 percent of children under the age of 12
(more than 585,000) had mothers who worked outside the home; and

WHEREAS, It is predicted by the United States Census Bureau that by 1990, 75
percent of children under the age of 6 in the United States will have mothers working
outside the home; and

WHEREAS, About half of children under the age of 6 in Maryland in 1989 were
receiving some type of child care or education services from the private and public
sectors; and
