WILLIAM DONALD SCHAEFER, Governor
May 29, 1990

The Honorable R. Clayton Mitchell, Jr.
Speaker of the House of Delegates
State House
Annapolis, Maryland 21401

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 194.

This bill requires smoke detectors to be installed in new residential units to be operated
by both battery and alternating current electrical service.

Senate Bill 6, which was passed by the General Assembly and signed by me on May 29,
1990, accomplishes the same purpose. Therefore, it is not necessary for me to sign
House Bill 194.

Sincerely,

William Donald Schaefer

Governor

House Bill No. 194

AN ACT concerning

Fire Safety - Smoke Detectors

FOR the purpose of requiring the installation of smoke detectors that operate by
battery and on an alternating current (AC) primary source of electric power in
certain residential dwellings designed to be occupied by one or more families and
for which a building permit for new construction is issued on or after a certain
date; expanding the authority of certain local authorities to enforce certain smoke
detector requirements; specifying that a certain requirement does not prohibit
counties from enacting more stringent standards; altering the source of a certain
definition used for specifying the location of a smoke detector under certain
circumstances; and generally relating to smoke detectors in certain new residential
dwellings.

BY repealing and reenacting, with amendments,
Article 38A - Fires and Investigations
Section 12A

Annotated Code of Maryland
(1986 Replacement Volume and 1989 Supplement)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
