Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 88.

This bill authorizes the establishment of the Housing Authority of Howard County.

House Bill 475, which was passed by the General Assembly and signed by me on May 2,
1990, accomplishes the same purpose as House Bill 88 and, according to the
information I have received from representatives of the Howard County Government, in
a way that is acceptable to Howard County.

Therefore, it is not necessary for me to sign House Bill 88.

AN ACT concerning

Howard County Housing Authority
Ho. Co. 8-90

FOR the purpose of authorizing the Housing Authority of Howard County; providing
for the appointment, terms, and qualifications of its members; specifying that the
Authority may not exercise certain powers until authorized by the governing body
of Howard County; specifying the powers and duties of the Authority; declaring
that the Authority may exercise certain powers even though they displace or limit
economic competition; establishing certain limits to the powers granted to the
Authority; providing that certain provisions of law shall prevail over certain other
provisions of law in the event of a conflict; making the Authority subject to certain
reporting, budgetary, and procedural requirements; defining certain terms; and
generally relating to the Housing Authority of Howard County.
