until June 1, 1992, to present evidence satisfactory to the Board of Public Works that
the matching fund will be provided. If satisfactory evidence is presented, the Board
shall certify this fact to the State Treasurer and the proceeds of the loan shall be
expended for the purposes provided in this Act. If this evidence is not presented by
June 1, 1992, the proceeds of the loan shall be applied to the purposes authorized in §
8-129 of the State Finance and Procurement Article.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect June 1, 1990.

Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 810.

This bill establishes a certification program for county agricultural land preservation
programs within the Office of Planning and allows a certified county to receive 75% of
its agricultural land transfer tax revenue.

House Bill 1280, which was passed by the General Assembly and signed by me on April
24, 1990, accomplishes the same purpose. Therefore, it is not necessary for me to sign
Senate Bill 810.

AN ACT concerning

Agricultural Land Preservation Act of 1990

FOR the purpose of establishing within the Office of Planning a program for
certification by the Office and the Maryland Agricultural Land Preservation
Foundation of effective county agricultural land preservation programs; providing
that a county certified under the program is eligible for certain additional funds
under the Maryland Agricultural Land Preservation Foundation and under the
agricultural land transfer tax; limiting the purposes for which a certified county
may use the additional funds; requiring the Office and the Foundation to report
annually on the certification program to the Governor, certain committees of the
General Assembly, and the Department of Fiscal Services; requiring a local
