(IV) A SCHOOL-AGE CHILD.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1990. It shall remain effective for a period of two years and, at the end of
June 30, 1992, and with no further action required by the General Assembly, this Act
shall be abrogated and of no further force and effect.

Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 756.

This bill provides an alternative method by which persons who reside in a particular
area in a county can initiate a proposal to incorporate an area as a municipal
corporation. It also permits the initiation of a proposal for incorporation by a petition
signed by 25 percent or more of the persons who reside in such an area and are
registered to vote in county elections.

House Bill 1180, which was passed by the General Assembly and signed by me on May
29, 1990, accomplishes the same purpose. Therefore, it is not necessary for me to sign
Senate Bill 756.

AN ACT concerning

Municipal Corporations - Incorporation - Alternate Procedure

FOR the purpose of establishing an additional, alternate method by which certain
persons can initiate a proposal to incorporate an area as a municipal corporation;
permitting the initiation of a proposal for incorporation by a petition signed by a j
certain percentage of persons who reside in a certain area and who are registered
to vote in county elections; requiring certain county officials to perform certain
actions on receipt of a certain petition; making stylistic and technical changes;,
making this Act contingent on certain actions of the U.S. Supreme Court
concerning a certain court decision;
reenacting without change certain provisions
