(b) A clerk shall devote his full working time to the duties of his office and is
entitled to the salary prescribed in subsection (a).

(c) The salary of a clerk is payable biweekly from the fees, receipts, and
emoluments of his office after deducting the necessary expenses of the office.

SECTION 2. AND BE IT FURTHER ENACTED, That, pursuant to Article III,
Section 35 of the Constitution of Maryland, this Act may not be construed to extend or
apply to the salary or compensation of the registers of wills or the clerks of circuit
courts in office on the effective date of this Act, but the provisions of this Act
concerning the salary or compensation of the registers of wills and clerks of circuit
courts shall take effect at the beginning of the next following term of office.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1990.

Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 619.

This bill adds a category of funding to the current police aid formula and requires the
State to pay $900 to each municipality for every full-time sworn police officer
employed.

House Bill 651, which was passed by the General Assembly and signed by me on May
29, 1990, accomplishes the same purpose. Therefore, it is not necessary for me to sign
Senate Bill 619.
