BY repealing and reenacting, with amendments,

Chapter 333 of the Acts of the General Assembly of 1988
Section 2

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF

MARYLAND, That the Laws of Maryland read as follows:

Chapter 333 of the Acts of 1988

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1988. The provisions of this Act permitting the transfer of any class beer,
wine and liquor (on-sale) retail licenses into the "Pikesville Revitalization Area" or the
"Pikesville Town Center" in Baltimore County and the conversion of those licenses into
Class B (SB) licenses shall remain effective for a period of [2] 4 years and, at the end
of June 30, [1990] 1992, and with no further action required by the General Assembly,
those provisions of this Act shall be abrogated and of no further force and effect.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1990.

Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 493.

Senate Bill 493 would require the Motor Vehicle Administration to issue identification
cards to individuals who are nonresident students enrolled in an accredited school,
college, or university in Maryland. This bill establishes for the first time a requirement
that Maryland issue official identification cards to nonresidents.

This bill creates an unnecessary potential for fraud since it is difficult to validate
out-of-state documents that may be used to obtain this Maryland identification card. In
light of the rather limited benefit of this bill, that is, to make check cashing easier for
college students from out of state, the risk of fraud seems unwarranted.

Because I believe this bill would establish the undesirable precedent that Maryland
must issue official identification cards to nonresidents, and due to the potential for
fraud. I have today vetoed Senate Bill 493.
