Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 165.

This bill exempts certain individuals or entities that provide tutoring in subjects usually
taught in elementary or secondary schools from having a Certificate of Approval from
the State Department of Education.

House Bill 57, which was passed by the General Assembly and signed by me on May 2,
1990, accomplishes the same purpose. Therefore, it is not necessary for me to sign
Senate Bill 165.

Noncollegiate Educational Institutions - Certificate of Approval - Exemption for
Supplemental Educational Programs

FOR the purpose of exempting certain individuals or entities who provide supplemental
education or tutoring in subjects usually taught in elementary or secondary school
from certain certification requirements.
