VETOES

BILLS AND MESSAGES

for the
BILLS VETOED

by the
Governor of Maryland

following the
1990 Regular Session

of the
General Assembly of Maryland

NOTE

Ninety-seven bills were vetoed by the Governor following the 1990 Regular
Session of the General Assembly. Forty-nine of these bills originated in the Senate and
forty-eight of them originated in the House of Delegates. Pursuant to the provisions of
Section 17 of Article II of the Constitution of Maryland, a vetoed bill will not be
returned to the Legislature when a new General Assembly of Maryland has been
elected and sworn since the passage of the vetoed bill. However, if the General
Assembly convenes in Special Session prior to the election and swearing in of the newly
elected members, the vetoed bills may be reconsidered in order to determine whether
the veto is sustained or overridden.

These veto messages include one for House Bill 376, which was signed by the
Governor to become Chapter 421. That bill is the General Construction Loan of 1990,
and one item therein was given a line item veto by the Governor. At the time the other
vetoes are submitted to the General Assembly, the one line item veto in this bill also
will be presented for a vote on sustaining or overriding the one line item veto in
Chapter 421 (House Bill 376).
