"Constant Yield Tax Rate

1. In the last taxable year the county (or Baltimore City) property tax rate was.......

and the certified assessment of the net assessable property was $..... The assessment

multiplied by the rate produced PROPERTY TAX revenues of $.....

2. _ For this taxable year the certified assessment of the net assessable property is
$...... To produce the same [revenue] PROPERTY TAX REVENUES as last year the tax

rate would be..... This rate is called the constant yield tax rate.

3j_ For this taxable year the actual property tax rate is....... which is (the same as)

SECTION 2. AND BE IT FURTHER ENACTED, That the changes made by this Act
to § 6-308(i) of the Tax - Property Article shall be applicable only to taxable years beginning
after June 30, 1991.

SECTION 2. 3. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1990 is an emergency measure, is necessary for the immediate preservation
of the public health and safety, has been passed by a yea and nay vote supported by
three-fifths of all the members elected to each of the two Houses of the General
Assembly, and shall take effect from the date it is enacted.

(Senate Bill 398)

AN ACT concerning

Drunk Driving

FOR the purpose of repealing certain inconsistent provisions of law governing certain
administrative procedures and sanctions relating to driving or attempting to drive
under certain conditions involving alcohol; altering certain provisions of law to
provide that tests for alcohol concentration may be administered in prosecutions
for certain violations, and that a report of the results of an alcohol concentration
test is admissible as substantive evidence in certain criminal trials without the
necessity of certain testimony; repealing certain provisions providing that drivers of
commercial motor vehicles consent, or may be required, to submit to certain tests if the
driver is detained in violation of specific federal regulations under certain
circumstances; expanding a provision of law to provide that the amount of alcohol
in a person's breath or blood is admissible as evidence in certain proceedings
under certain circumstances; clarifying language; making stylistic changes; making
this Act an emergency measure; and generally relating to the revision and
clarification of certain provisions of law relating to drunk driving.
