(C) A GRADUATE OF AN INSTITUTION QF HIGHER EDUCATION IN
THE STATE MAY APPLY FOR LOAN REPAYMENT ASSISTANCE UNDER
SUBTITLE 16 QF THIS TITLE IN EXCHANGE FOR PARTICIPATION IN THE
PROGRAM.

FUNDS FOR THE PUBLIC SERVICE PARTNERSHIP PROGRAM SHALL
BE AS PROVIDED IN THE ANNUAL BUDGET OF THE ADMINISTRATION BY
THE GOVERNOR.

SECTION 2. AND BE IT FURTHER ENACTED, That:

(a) The public service partnership program established under this subtitle shall
be implemented on a 4-year pilot basis beginning July 1, 1990.

(b) (1) The Maryland Higher Education Commission shall:

(i) Evaluate the effectiveness of the Public Service Partnership
Program; and

(ii) Submit a report to the Governor and, subject to § 2-1213 of the
State Government Article, the General Assembly on or before January 1, 1994.

(2) The report shall:

(i) Contain the results of the commission's evaluation of the Public
Service Partnership Program; and

(ii) Recommend whether the program should be reestablished, with
or without changes, or allowed to terminate.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1990. It shall remain effective for a period of four years and, at the end of
June 30, 1994, and with no further action required by the General Assembly, this Act
shall be abrogated and of no further force and effect.

policies for the operation of county public libraries; providing certain qualification
requirements for certain library appointees; requiring certain library directors to
follow certain procedures when suspending or dismissing a library employee;
