Ch. 620 LAWS OF MARYLAND

SERVICES TO BETWEEN 100 AND 200 INDIVIDUALS, BETWEEN THE AGES
OF 16 AND 21, WHO ARE AT RISK FOR AN UNSUCCESSFUL TRANSITION TO
ADULTHOOD.

(D) (1) THE DEPARTMENT SHALL ADOPT REGULATIONS AND
POLICIES TO ADMINISTER THE PROGRAM.

(2) THE REGULATIONS SHALL INCLUDE:

(I) ELIGIBILITY GUIDELINES FOR THE PROGRAM;

(II) PROCEDURES FOR MONITORING AND EVALUATING
THE PROGRAM; AND

(III) OTHER REGULATIONS NECESSARY TO IMPLEMENT
THIS SUBTITLE.

(E) THE ADULT SERVICES DIVISION OF THE DEPARTMENT SHALL
ADMINISTER AND IMPLEMENT THE PROGRAM IN CONFORMITY WITH
THE REGULATIONS AND POLICIES ADOPTED BY THE DEPARTMENT.

(F) THE SERVICES PROVIDED BY THE PROGRAM SHALL INCLUDE
THE FOLLOWING:

(1) CRISIS INTERVENTION;

(2) RENT SUBSIDIES;

(3) NEEDS ASSESSMENT, SERVICE PLAN DEVELOPMENT, AND
RESOURCES REFERRAL;

(4) INDIVIDUAL AND GROUP COUNSELING;

(5) LIFE AND PARENTING SKILLS EDUCATION; AND

(6) VOLUNTEER MENTORS.

(G) THE PROGRAM SHALL BE LOCATED IN BALTIMORE CITY,
MONTGOMERY COUNTY, OR PRINCE GEORGE'S COUNTY, AS
DETERMINED BY THE DEPARTMENT.

(H) AN INDIVIDUAL BETWEEN THE AGES OF 16 AND 21 SHALL BE
ELIGIBLE FOR THE PROGRAM IF THE DEPARTMENT DETERMINES THAT
THE INDIVIDUAL IS:

(1) ALIENATED FROM FAMILY AND LACKS INDEPENDENT
LIVING SKILLS;

(2) EXPERIENCING DIFFICULTY ADJUSTING TO THE PLANNED
TERMINATION OF FOSTER CARE STATUS; OR

(3) REENTERING THE COMMUNITY FROM A TREATMENT
FACILITY OR GROUP HOME.
