THE REMAINDER OF THE TERM AND UNTIL A SUCCESSOR IS ELECTED
AND QUALIFIES.
(6) IF MORE THAN 1 MEMBER OF THE BOARD IS TO BE
ELECTED AT AN ELECTION AND THE TERMS OF THE OFFICES TO BE
FILLED AT THE ELECTION VARY, THE ELECTED CANDIDATE RECEIVING
THE GREATER NUMBER OF VOTES SHALL FILL THE OFFICE WITH THE
LONGER PERIOD REMAINING IN THE TERM.
(7) EXCEPT AS PROVIDED IN THIS SUBSECTION, AN ELECTION
TO FILL A VACANCY ON THE ALLEGANY COUNTY BOARD OF EDUCATION
SHALL BE GOVERNED BY §§ 32-1 THROUGH 32-6 OF ARTICLE 33 OF THE
CODE.
(8) THE ALLEGANY COUNTY BOARD OF SUPERVISORS OF
ELECTIONS SHALL ADOPT REGULATIONS TO IMPLEMENT THIS
SUBSECTION.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act is an
emergency measure, is necessary for the immediate preservation of the public health
and safety, has been passed by a yea and nay vote supported by three-fifths of all of the
members elected to each of the two Houses of the General Assembly, and shall take
effect from the date it is enacted.

AN ACT concerning
Public Schools - Computer Purchase Matching Fund Pilot Program
FOR the purpose of establishing the Maryland Educational Computer Purchase
Matching Fund as a pilot program under the jurisdiction of the Department of
Education; requiring participating parent teacher units to submit certain
applications to the Department of Education by a certain date; requiring the State
Superintendent of Schools to make certain determinations and reports; requiring
county superintendents to make certain determinations and reports; authorizing
the Department of Education to distribute moneys from the Fund to computer
suppliers under certain circumstances; authorizing the Department to adopt
regulations for administration and implementation of the Fund; providing for the
ownership of computers purchased with money from the Fund; requiring the
appropriation of certain funds providing for the funding of the program; prohibiting
the reversion of any unexpended funds at the end of a fiscal year to the General
State School Fund; specifying the duties of the State Department of Education in
the administration of the program; making this Act contingent on the inclusion in
