SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect June 1, 1990.

AN ACT concerning

Allegany County Board of Education - Vacancy - Special Election

FOR the purpose of altering the procedure for filling vacancies on the Allegany County
Board of Education in order to require that vacancies occurring in the first two
years of a term be filled in a special election; requiring the Allegany County Board
of Supervisors of Elections to conduct certain special elections within a certain
time period and to adopt certain regulations; permitting certain nominations to be
made at a primary election or by other procedures adopted by the Election Board;
establishing requirements for a certain special election; permitting certain
vacancies to be filled at general elections under certain conditions; specifying how
to determine which candidates are elected to which offices; making this Act an
emergency measure; and generally relating to the filling of vacancies of the
Allegany County Board of Education.

BY repealing and reenacting, with amendments,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article - Education

3-201.

(a) The Allegany County Board consists of:

(1) Five voting members; and

(2) The Chairman of the Board of County Commissioners, or any County
Commissioner so designated by the Chairman, who is an ex officio nonvoting member.

(b) An individual nominated for membership on the County Board shall be a
