(ii) The issuing clerk or person designated to issue permits shall
retain 25 cents as compensation for each permit issued.

(3) The permit issued under this section:

(i) Entitles the holder of the permit to hunt and kill only 1 more
antlered, whitetail deer during that same designated deer hunting season; but

(ii) Does not allow the holder of the permit to hunt antlerless deer.]

[(c)] (D) (1) Notwithstanding any other provision of this subtitle, a person
with a consolidated hunting license may also purchase a second deer stamp FOR EACH
TYPE OF DEER HUNTING SEASON from the Department.

(2) The second deer stamp allows the person with the consolidated
hunting license to hunt 1 extra deer in each of the following hunting seasons for deer in
the State FOR WHICH THE PERSON HAS PURCHASED A SECOND DEER
STAMP:

(i) Bow and arrow season;

(ii) Black powder season; and

(iii) After July 1, 1989, regular firearms season.

(3) The fee for the EACH second deer stamp issued in accordance with
this subsection shall be $5.00.

(4) SECOND—DEER—STAMPS—SHALL BE AVAILABLE—FOR
PURCHASE FROM AUGUST 1 TO OCTOBER 1.

[(4)] (5} The Department may limit by regulation the type and number of
deer stamps issued under this subsection if necessary to control the deer harvest in
various areas of the State.

[(f)] (E) (1) Notwithstanding any other provision of this subtitle, a person
with a basic hunting license and any individual hunting stamp may also purchase a
second DEER stamp from the Department FOR EACH TYPE OF DEER HUNTING
SEASON.

(2) (i) Except as provided in item SUBPARAGRAPH (ii) of this
Gubparagraph PARAGRAPH, the second deer stamp allows the person with the basic
license to hunt 1 extra deer in each hunting season for which the person has purchased
an individual hunting stamp AND SECOND DEER STAMP.

(ii) A second deer stamp shall not be available for regular firearms
season until after July 1, 1989 and shall be issued in accordance with regulations
adopted by the Department.

(3) The fee for the EACH second DEER stamp issued in accordance with
this subsection shall be $5.00:
