SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

2-309.
(o) (1) The Sheriff of Howard County shall receive a salary of [$29,500]
$38,000. The Sheriff shall appoint the number of deputies authorized by the County
government. The compensation of the deputies shall be set by the County government.
A deputy holds office at the pleasure of the Sheriff and may be removed by the Sheriff
at any time or by the Circuit Court for Howard County upon indictment and conviction
as provided by law. The Sheriff may appoint additional temporary deputy sheriffs when
necessary for the public safety and the County government shall allow them reasonable
compensation. These deputies may not serve longer than the case actually requires.
SECTION 2. AND BE IT FURTHER ENACTED, That, pursuant to Article III,
Section 35 of the Constitution of Maryland, this Act may not be construed to extend or
apply to the salary or compensation of the Sheriff of Howard County in office on the
effective date of this Act, but the provisions of this Act concerning the salary or
compensation of the Sheriff of Howard County shall take effect at the beginning of the
next following term of office.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1990.

AN ACT concerning
Howard County - Work Release Program

FOR the purpose of expanding the Howard County work release program to include an
individual's participation in a program of rehabilitation, training, education, or
home detention in addition to employment; clarifying that an individual who is
employed while in a work release program shall reimburse the Howard County
Department of Correction by means of a fee based on certain factors; making
