Ch. 510 LAWS OF MARYLAND

THE COMPTROLLER SHALL ACCRUE TO THE 911 TRUST FUND.

(4) COUNTY FUNDS WITHHELD BY THE COMPTROLLER SHALL
BE HELD UNTIL THE BOARD DIRECTS THE COMPTROLLER TO RELEASE
THE FUNDS.

[(h)] (J) The Board shall submit an annual report to the Governor, the
Secretary, and the Legislative Policy Committee. The report shall set forth the following
INFORMATION FOR EACH COUNTY:

[(1) The extent to which 911 systems currently exist in Maryland;

(2) The estimated cost of installing a 911 system on a statewide basis;

(3) A schedule for installing a 911 system on a statewide basis;

(4) The estimated cost of installing enhancements to the 911 system;

(5) A plan for the administrative structure and the financing of the
structure to provide public safety answering points to operate a 911 system on a
statewide basis; and]

(1) THE TYPE OF 911 SYSTEM CURRENTLY OPERATING;

(2) THE TOTAL STATE AND COUNTY FEE CHARGED;

(3) THE FUNDING FORMULA IN EFFECT;

(4) ANY STATUTORY OR REGULATORY VIOLATION BY A
COUNTY AND THE RESPONSE OF THE BOARD;

(5) EFFORTS TO ESTABLISH AN ENHANCED 911 SYSTEM; AND

(6) Any suggested changes to this subtitle.
18-104.

(a) Any county or any several counties together which seek [funding]
REIMBURSEMENT for the [installation] ENHANCEMENT of a 911 system [or
enhancements to a system or any county or any several counties together which seek
reimbursement for the installation of a 911 system or enhancements to a system] shall
submit to the Board a 911 system plan for that county or multicounty area. The county
or the several counties shall submit plans for [installation] ENHANCEMENT of a 911
system on or before July 1, [1983] 1993. The plan shall conform to the planning
guidelines set by the Board and shall be designed to meet the requirements of those
public safety agencies whose services are available through the 911 system. The plan
shall include:

[(1) The type of 911 system desired for the county or multicounty area,
including the type of equipment to be used and the associated costs;

(2) The location of the emergency services answering point and the county
