(A) THE COMMISSIONER MAY EMPLOY A STAFF IN ACCORDANCE
WITH THE STATE BUDGET TO CARRY OUT THE PURPOSES OF THE
PROGRAM.
(B) THE COMMISSIONER MAY DESIGNATE A MEMBER OF THE
STAFF TO REPRESENT THE INTERESTS OF INSURANCE CONSUMERS IN
ANY DIVISION PROCEEDING THAT IS OPEN TO THE PUBLIC. INCLUDING
ANY INFORMATIONAL HEARING OR ANY HEARING OR REVIEW OF
INSURANCE RATES AND FORMS.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1990.

AN ACT concerning
FOR the purpose of requiring that all counties of the State have an enhanced 911
system by a certain date; changing the composition of the Emergency Number
Systems Board; setting forth certain duties of the Emergency Number Systems
Board; authorizing the Board to instruct the Comptroller to withhold certain
funds provided to a county under certain circumstances; specifying certain
procedures to be used when the Board instructs the Comptroller to withhold
certain funds; specifying that certain information be included in the annual report
of the Board; requiring the counties to prepare and submit 911 system
enhancement plans; specifying the contents of certain 911 system enhancement
plans; altering the purpose of and procedures for administering the 911 Trust
Fund; requiring that certain reimbursements to the counties be used for certain
purposes; providing an exception to certain limitations on expenditures by the
counties; making certain stylistic changes; defining certain terms; providing for a
delayed effective date; and generally relating to the implementation and operation
of the 911 Emergency Telephone System.
