hunting license authorizing the person to hunt from a stopped vehicle which is not on a
public highway. The Department shall prescribe [rules and] regulations requiring
applicants to submit reasons for granting this permit, and shall require every licensee to
carry this permit while hunting.

10-308.

(b) A hunting license or other individual hunting stamp is not required of the
following:

(1) The owner or tenant of farmland, the owner's or tenant's spouse and
children, or the spouse of any child who resides on the farmland. A tenant is a person
holding land under a lease, or a sharecropper who resides in a dwelling on the land, but
[it] A TENANT does not include any employee of the owner or tenant; and

(c) A person with a basic hunting license shall obtain a deer stamp for a fee as
provided in § 10-301(f)(5) of this subtitle. A person with a basic hunting license hunting
deer during the bow hunting season shall obtain a special bow hunting deer stamp for a
fee as provided in § 10-301(f)(5) of this subtitle. A person with a basic hunting license
hunting deer with a muzzle loader during the muzzle loader deer season shall obtain a
special black powder deer stamp for a fee as provided in § 10-301(f)(5) of this subtitle.
A person may obtain the consolidated hunting license, the basic license, or individual
hunting stamp from the clerk of the circuit court of any county or from any person
designated by the Department. The issuing clerk or person designated shall retain the
sum of 50 cents as compensation for issuing each basic hunting license and an individual
hunting stamp and $1 as compensation for issuing each consolidated hunting license.
The balance of the fee is paid over and accounted for in the same manner as hunting
licenses. The Department shall use $1 from the sale of each consolidated hunting
license and, except for the fee retained by the issuing clerk, all of the money derived
from the sale of bow and arrow and black powder stamps [to]:

(1) [Establish] TO ESTABLISH an effective and efficient deer checking
system during the muzzle loader and bow hunting deer season;

(2) [Acquire] TO ACQUIRE additional hunter access during the muzzle
loader and bow hunting season; and

(3) [Police] TO POLICE hunting lands during the muzzle loader and bow
hunting season.

10-308. 1.

(e) (1) All revenues accruing to the Wildlife Management and Protection
Fund from sales of the migratory wild waterfowl stamps shall be expended solely for the
following purposes:

(i) 50 [percent] % for propagation, purchase, distribution of hand
reared ducks, and operation of hatchery facilities; and

(ii) 50 [percent] % for waterfowl projects included in an approved
