(2) AN APPLICANT FOR SPECIAL REGISTRATION UNDER THIS
SECTION SHALL PROVIDE PROOF THAT IS SATISFACTORY TO THE
ADMINISTRATION THAT THE APPLICANT IS A MEMBER OF THE PEARL
HARBOR SURVIVORS ASSOCIATION.

(B) (1) IN ADDITION TO THE ANNUAL REGISTRATION FEE
OTHERWISE REQUIRED UNDER THIS TITLE, AN OWNER OF A VEHICLE
ASSIGNED A SPECIAL REGISTRATION UNDER THIS SECTION SHALL PAY A
FEE AS DETERMINED BY THE ADMINISTRATION EACH TIME NEW
REGISTRATION PLATES ARE ISSUED FOR THE VEHICLE. THE FEE MAY
NOT EXCEED THE AMOUNT NECESSARY TO RECOVER THE COSTS
INCURRED BY THE ADMINISTRATION IN CARRYING OUT THE
PROVISIONS OF THIS SECTION.

(2) THE ADDITIONAL FEE UNDER THIS SECTION SHALL BE
RETAINED BY THE ADMINISTRATION FOR THE PURPOSE OF
RECOVERING THE COSTS OF THE ADMINISTRATION UNDER THIS
SECTION, AND MAY NOT BE CREDITED TO THE GASOLINE AND MOTOR
VEHICLE REVENUE ACCOUNT FOR DISTRIBUTION UNDER § 8-403 OR §
8-404 OF THIS ARTICLE.

(C) SPECIAL REGISTRATION PLATES ISSUED UNDER THIS SECTION
SHALL INCLUDE 3 NUMERALS AND THE WORDS "PEARL HARBOR
SURVIVOR" PRINTED TO THE LEFT OF THE NUMERALS.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall be
construed to apply to the issuance of registration plates when the current multiyear
registration plates expire, and the Motor Vehicle Administration is not required to
reclaim or reissue registration plates until the regular expiration of current plates.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1990, and shall remain in effect as long as the Laws of the State of Maryland
require the continued use of two registration plates on each vehicle. However, if at any time
the Laws of the State of Maryland are changed to authorize the use of a single registration
plate for each vehicle, this Act shall be abrogated and of no further force and effect without
the necessity of further action by the General Assembly.
